In order to ensure transparency, the right of access to information is a necessity. Free flow and circulation of information is a fundamental pillar of good governance.  The Gaza Strip and the West Bank have a literacy rate of 95.3 percent, much higher than the regional average (76.9 percent). 99.3 percent of Palestinian youth are literate (Source: UNESCO). In that sense both printed and electronic media should be accessible to most Palestinians. 57.7 percent of Palestinians in the West Bank use internet, according to Internet World Stats (2012, no data for Gaza Strip).
